Chapter 3: Creation of Government Bodies Part 1: Legislative

Thomas was in the Oval Office along with Alice, they are looking for nominees for the Speaker of the House, Congress, Senate.

"This gonna be hard," Thomas said while reading the copy of the constitution.

"Are we literally copying the constitution of the United States?" said Thomas who looked towards Alice expecting her to answer.

"We have no choice Mr. President when you created this country the constitution has already been set maybe that's because of different factors"

"What factors?"

"I don't know sir"

Thomas lay his head onto his face, if he wants to build the legislative, he needs 435 elective officials voted by the people but how will the people decide? they just barely live an hour in this country.

In the history of the United States. Back when the founding fathers drafted the constitution, debate stirred over the type of legislature they'd have one with equal representation i.e., the same number of representatives of each state, or of proportional representation, in which the number of representatives reflected the size of each's state's population.

Unable to choose they settled on both, a legislative branch with two houses. The House of the Representative and the Senates together they form a Congress.

Which are all outlined in article I of the constitution of the United States which also notes the function, powers, and parameters of the Congress and its individual representative.

"What's the power of the Legislative branch anyway?" Alice asked.

"It’s simple they just represent the interest of their constituents, working together to write laws, overseeing governments agencies and passing bills"

When Thomas answered the curious Alice, she scratched her head.

"It looks easy to me" 

"I'm gonna stop you right there, that's all easier said than done, let me enlighten you to how does it all works, we have to take a closer look at the makeup of the two distinct houses."

Thomas started teaching Alice, it was a thirty-minute lecture about how the congress works.

"See?" Thomas said while looking to Alice whose heads lightheaded unable to keep up on his lessons.

"Why didn't you choose monarchy instead...huhu"

"It’s I don't want to be decapitated hahaha... by the way we need to appoint 435 officials"

"But sir, you said that the congressman depends on the number of people living on the states, and it's way higher, why not keep it low?"

"Well its looks like the constitution are already adopted and we have no choice, and even if we want to change it we need these branch to ratify and amends all existing loopholes that I found while reading the constitution."

"But instead of people voting, I'm gonna use my abilities to sort those officials to fill the seats, and voila we have a Congress. Remember this branch is important for modern politics instead of monarchy where autocracy exists this kind of government is based on meritocracy."

"But it violates the constitution it states that those government officials who want to participate must be voted by the people. If you are the one choosing it then..." 

"Looked where do people will defend their decision? In my world, they depend on whose persons have the capability. And how do you measure one's capability? We just arrived here...and do not worry this is just to complete our government so I can govern. When my term is nearing an end then will be the one voting for their representatives." Thomas interrupted Alice who was debating with him.

"Understood" Alice let out a sigh.

Thomas opened his menu and appoints the missing seats in Congress to do that he started to the lower house; the house of representatives made up of 435 officials. Each state is allotted a few congressmen determined by their total population, but they only have six states? what will Thomas do? What issues have been solved because he bought 50 states? They only just need to wait and regarding population. When Thomas was lecturing Alice, he said he planned to summon more people specifically 328 million people.

"House of Representatives done," Thomas said while stretching his hands.

While appointing the House of Representatives Thomas his neck sore due to prolonged leaning on his abilities, he thought it was easy like building a city he was building a city in an instant but rather he is the one who is appointing it individually. While appointing his congress and senates they are profile wherein it tells the skills and knowledge of the person including its expertise.

"We need to finish this..." Thomas said while wiping away his sweats on his forehead.

Alice, on the other hand, keep observing her hard-working President, she just gazes towards him with respect, but looking at him touching his necks she knew that Thomas is having a hard time.

She approached Thomas on the back and gently tapped his shoulder.

"Uwah" Thomas gasped.

"It’s okay my President, just continue on your work, I'll message you..." Alice said soothing Thomas at ease.

"Thank you, Alice" Thomas smiled towards her "I didn't know that it is harder than election," Thomas said jokingly.

Alice's face dyed red at the gratitude she received.

"Now the House of Representative is done let's move on to the Senates"

Thomas opened his menu again to appoint the speaker of the house, while doing so he found it uneasy. The House is led by the speaker of the house who is elected by the house of representatives. The House has a few exclusives powers not shared by the senate. Only the House can initiate tax laws and spending bills, also the house can initiate impeachment of a president or government officials, and when there's an event that there is no majority in the Electoral College for one of the presidential candidates, it’s the House who cast the deciding votes.

Even when there's a house of representatives, Thomas was the one who appoints the speaker. Moving onto the last part. The Upper House or the Senate is made up of only 100 elected members with two senators from each state, they only have six states that they built so meaning only 12 senators gets to seat, but even though faced with a wall. When the 50 states are done, then he can just elect 50 senators to save him some time just like he did on the House of Representatives. After another thirty minutes he completed appointing the Senates, now he only one thing to do to complete the legislative branch.

"We need a Vice-President," Thomas said.

"But why sir?" Alice asked in wonder.

"Because the Vice President will be the head of the Senate, I'll explain tomorrow its powers"

"What's the power of the Senates?"

"Simple they exclusively have the power to approve presidential appointments and treaties and when the House moves to impeach a government official, it’s the Senates that try them."

"Together both houses have had the power to tax, coin money, declare war, and regulate foreign and interstate commerce" Thomas explained.

While Thomas is teaching her about the legislation, Alice cannot help but praised his knowledge about the government.

"How do you know all of these?"

"Well," Thomas shrugged. "I think because I'm a government official back on my former world. Not technically since I never ran for office nor elected. I was appointed by the president. So, after I was appointed, I immediately read the necessary article about politics. Especially the provisions and codes of the Department of Health and Human Services."

"..."

"Anyway, we're done, I'm gonna eat I'm hungry do you want to have dinner with me?"

Alice's face is dyed red again.

"Of course, it will be my pleasure."

Together they went to the dining hall of the White House, Thomas and Alice ordered some exquisite steaks, on this day forward Thomas will now have a lavish lifestyle. There is also a band playing instruments on the wall, to Thomas's perspective, it looks like fine dining.

"Sir. Ma'am, a Chateaubriand steak with Béarnaise sauce, and Chateau Lafite 1787"

The waiter served the dish professionally, Thomas was clearly convinced due to his handling of the dish, and the way he pours the wine.

"Thank you," Thomas said to the waiter.

"Dig in".

Thomas slice the beef and notices the soft tender meat, he plucks the pork with a fork, and carefully move the fork to his mouth.

"Delicious"

While the two are eating, they speak to each other.

"So Maste... I mean Mr. President, who is the Vice President? I never saw you appointed it during using your ability?"

"Oh, about that I'm just going to tell you."

Thomas stands on his seat and approach Alice, Thomas kneeled and gently reached his hand to her. 

"Will you be my Vice President?" Thomas asked in a romantic way.

Alice's face is dyed red again she can’t contain her excitement and happiness, her heart is pounding like it’s going to explode. Giving in to Thomas's childly love charm. Alice replied.

"I love to Mr. President. There's no other pleasure than to work beside you, Moo..."

"Thank you, Alice." Thomas was glad that she accepted it, but he notices the face of Alice who was savoring the moments, he felt the air changes it is arousing him.

"Eh? Alice are you okay?"

Alice's heart is beating loudly that Thomas can felt its magnitude, but it was too late Alice exploded.

"It's no good... I can't control myself anymore! President, won't you become mine? You don't have to worry about anything...All you have to do is listen to me, and I'll satisfy all your needs" Alice said lunging to Thomas.

"Ehhh?!" Thomas was attacked by Alice by hugging her, while confused he felt a soft squishy bosom drowning him.

"Ahhh, Security!" Thomas said but muffled by Alice's breast.

"Mr. President!" The secret services responded but didn't do anything.

"She's teasing our President"

"I know".

One week has passed since the creation of Legislative, Thomas knew that he needed to refresh his mind to appoints his cabinets and the judiciary.

Meanwhile, at the White House, Alice is early.

One week has passed since the founding of the country. She had become accustomed to the structure of the White House.

"I need to bathe first"

Alice went to the bathroom it was possible for her to access exquisites’ soaps and perfume. As she soaks her body into the water. she feels refreshed, of course, for a maiden specifically her, she needs to present herself cleanly and attractive to Thomas.

"I need to wake him up soon, our agenda for today is full"

With that Alice got out of the bathtub, wipe the water off, and get ready.

As she went to the hallway her destination was Thomas's bedroom the Lincoln Bedroom to be specific.

"Miss Vice-President, you're early as usual."

The secret service who were standing in front of the door.

"If I overslept President will wake up in the noon again, we have a full agenda for today,  and I needed to wake up early to wake him up, is there anything suspicious while you guys on guard?"

"No, Miss President, it quieted as Thomas has always been enjoying his sleep"

"Then that's fine. I will go in"

The secret service then moved away from the door, and Alice stepped inside Thomas's bedroom.

The room is pretty and the expensive furniture places inside were delicate like they were being cared every day by the maid, but they are not maids there are the housekeeper of the white house.

"...Thomas"

She put her face close to her ear and whispered his name.

Thomas didn't get up. Though she knew that he likes to sleep and hard to wake up. And if she leaves it alone then he would sleep until the sun rises high in the sky.

The only way to prevent that was to open the window curtain. She was staring at Thomas's sleeping face who had used one of his hands as his pillow rest on his cheek.

"N... Mya"

Thomas spilled some voices while sleeping. She wondered what he had dreamed about. And since he had a soft expression, she knew that it wasn't a nightmare.

(Maybe, he dreams of me?)

She doesn’t know if that's the case but somehow, she felt happy.

(I guess I will make Thomas his favorite breakfast.)

"Boobs...Big...Fluffily"

"..."

Alice involuntary touched her chest.

She was not that flat nor fluffy just in between.

(Is my Thomas is contacting another girl? with big breast?)

She doesn't know if that's the case, henceforth she decided to make a full course of breakfast, but with foods that Thomas disliked.

Alice then looked at his face again to clear her mind from resentment.

(...He looked more masculine than before)

Thomas's unidentified vessels is a complete mystery of his they investigated and assume that his body is 16 years old though the face is quite charming the body is not all that attractive and he decided to work out to build some muscle every morning.

(My... President's face...is...cute)

Speaking of Thomas, since he acts like a child in the past week, Alice doubts something. She knew that Thomas is a government official meaning he is matured, wise, profound. but his reaction last week proved that Thomas has a gentle side.

Alice is gazing at Thomas's face savoring the moments and saving it to her memories.

(... it seems it’s about time).

Alice quietly distanced herself to Thomas, and open the windows, letting the light entered the room.

Thomas, feeling the light fell on his face, groaned.

"Thomas, wake up. It's morning"

That was the end of the time where Alice could monopolize him.

Thomas opened his eyes slowly, the lights entering the windows blinded him he covered his face with a pillow and replied.

"It’s early, thirty minutes please..."

"No, Thomas we have a full agenda today. You need to wake up" 

Alice touched the arm of Thomas and gently pulling it away.

"Okay-Okay. I understand"

Thomas woke up and looks towards Alice.

"Good morning" Thomas smiled giving a cute expression to Alice.

"Moo. Stop teasing me, Mr. President"

Thomas chuckled.

"Sorry, is my favorite breakfast vegetable roll ready?"

"Yes, sir."

"What's our agenda for today?"

"The Executive Branch sir."

Thomas heaves a sigh.

"It’s gonna be easy on this one."

Thomas and Alice when to the Dining Hall to eat their breakfast.
