The Birth of Harthom

Thomas went to the open space to summon his citizens, the place is wide enough to accommodate ten million people, he opened his menu and summoned his citizens.

[ Summoning, ten million people please confirm]

A note, appeared on the menu, he confirmed it without hesitation then suddenly a magic circle emerge in a wide vast plain, the lights is so bright that Thomas had to cover his eyes with his hand, and several minutes passed the lights diminish. 

He uncovered his eyes and was surprised to the wide plains behold him, earlier it’s just a wide plain but now it's crowded with people lining up in a perfect column, Thomas feels a wave of tension from the group of people, suddenly one person steps forward placing her hands into her chest and bowed towards him.

"Greetings, Master I am Alice, your personal assistant of creating your country"

Realizing those words were directed towards him, Thomas comes back to his senses and responds to the girl who was bowing to him.

"Thank you, Alice I would love to introduce myself but we have an issue that we need to address, those ten million people were now waiting for us to build them shelter can I count on you?"

Alice looked towards his new ruler and responded.

"Of course, master you can count me in, so let's get started but first you need to choose your form of government to proceed."

"I see"

Thomas was given a choice of what form of government he will choose, but to his mind, he already decided, and he selected democracy.

It was a haste decision of his but there is a reason why he did those, first of all he's not a politician, secondly he doesn't know how to govern and needed advice such as his national security advisor, political advisor and the like, thirdly he needed someone that can oversee his action in the future, and lastly he knows the constitution of the United States and he wishes to adapt it.

"With this I can only serve this people for four years and after that then I'm a free person here"

Thomas said slyly but Alice notices it and interrupted him.

"Sorry sir, but when you chose democracy the constitution has already been written," Alice said while smiling to Thomas who was at loss in his mind.

"Huh?"

"Master, you'll be our president forever according to the Constitution section 1 article two, the President terms are set eternally."

"Whaaaaaaaat?!" Thomas was shocked, although he plans to adapt the U.S constitution it seems that when he chose democracy the Constitution has already been set. 

"Master, so please rule us until you can no longer serve as our supreme president. When it happens, that constitution will be amended." Alice said while Thomas looks at the face of the crowd who seems happy.

"Okay, I'll do my best so let's get to business"

Thomas opened his menu and select the mission's tab.

 Congratulations for selecting your form of government Mr. President Thomas Harrier, now to the next phase it seems that your people are scattered in the plains, why not build them shelter? Huh? You don't know? Let me walk you through. In the summon' tab you can see the "State Creation" where you can build your very own state just like home, that comes in different sizes, Small, Medium, and Large. But they'll take longer to build so with the help of Instant Gems you can rid of that problem.

"Finally, some city building let get on to that"

Thomas energetically opened his menu and selects the 'City Creation Tab; but when he clicked it the surroundings changed around him, instead of the wide plains full of people he was back again at the small room where he met god.

"This place again"

Thomas looked around at the white room until he found Alice behind him, and a soothing feminine voice whispered to his ears.

"Master"

"Whaaa."

Thomas shrieked.

"Alice what are you doing here and why are you...? Eh?"

Looking behind him was a girl who was not completely naked, but he when tried to inspect her closely he is shocked at what he saw.

The girl Alice seemed to be around 16 or 17 years old, Thomas didn't notice it at first when she approached him.

With pale azure eyes like young leaves. With the bridge of the nose straight, and skin as white as fresh snow. The color of hair which flowed down to her waist is blonde. Her face was also stunningly beautiful. Though it was the first time meeting her, Thomas was captivated.

The swelling of her bosom was modest, but the curves of her body were distinctively feminine, and her waist was slim. Her healthy and flexible legs were nimbly stretching on her toes, and drawing his gaze, shining between her thighs, was lovely, pure white underwear.

The two people for a while did not move, as if frozen solid.

It was as if time had stopped, but of course, things could not simply continue in this matter. It was him who comes back to his senses.

"So-Sorry! Nom errr," Although he somehow tried to explain himself, words fumbled as they came out.

He tried to cover his eyes with both hands for the time being, but he could perfectly see her charming appearance from the gap of his fingers.

"Huh? You don't want me in this way master? I thought you'd like it" Alice said with a sad expression.

"Heh? We don't have time for that and even if we do I will never touch you, you've looked like a minor to me and I don't want my first act as a president to... Argh anyway let’s get to city-building"

"What a lovely child, you're maybe right I am a minor, but you are also too."

"Heh?! I'm twenty-seven years old and my distinct feature can prove that"

Alice picks something from her skirt's pocket, it was nothing but a hand mirror, and showed it to Thomas. She reached out her hands to the face of Thomas.

"Wha...What?!"

The man looking back at him in the mirror had light gray hair, brown eyes, and completely different to his characteristics, Although he wants to know more about the discovery of his appearance he took the mirror and place it on the table. 

"We have an urgent matter to address this comes later," Thomas said while pointing his fingers to his face.

"I understand," Alice said while bowing to him.

The cities come from a variety of sizes; each is identical to the size of the states in his former world. The cost of each city is ranging from 10 trillion to 25 trillion depending on size, with the information available to him he decided to build fifty states each has a different role in contributing to his country such as agricultural city, industrial city, urban city, and manufacturing city. He calculated the cost of fifty states and the sum is surprisingly big.

"It will cost me 750,000,000,000,000$ if I do this, I will only have 250,000,000,000,000$"

Thomas needs to decide here; the cost of the cities is huge, and he was still on the building a city phase he's not certainly sure of how many phases are there. but when looks at the construction time it added another problem, it will take a year or two, but he remembered something in the introduction on his abilities that if he wants to build something instantly then he'll need to use an instant gem. 

If he wants to build his country in a day then he needs to use the gem but there is only six instant gems while his plan is 50 cities, and the construction of the city will take an average of a year and he only has six instant gems, in this case, he can only build 6 cities that will be fully operational. 

While deep in his thoughts Alice notices his boss is working hard to find a solution, she offered a hand to him.

"Sir, If you built a country using instant gems then you will be completing a mission that will give you instant gems, I think you should prioritize the mission so you can get gems and finish the city."

After hearing the suggestion of Alice, Thomas realizes something.

"That's right, it was stated that if I complete a mission then I can receive the gems thank you, Alice!"

"No need to thank me, master, it’s is just my job to help my master"

"Then let's us create our new six cities...nope our new states"!
