New laws of the town

THE NEXT DAY
AT ELLA'S POW:
I was spending some of my time in my room, and I was happy to see that John, and Noah, having a good time here. Mike started to give me a few lectures, and today he promised to show me around the town. I am happy to see that Mike is caring for me.
-Good morning.-Mike said and smiled.
-Good morning.-I said and smiled.
-How are you feeling today?-Mike asked.
-I am good. What are we going to do today?-I asked.
-I am going to show you around the town. Maybe you will have some ideas about how to make everything to be better.-Mike said.
-That sounds good to me.-I said and smiled.
-Good to know that.-Mike said and smiled.
I nodded and started to eat my breakfast. After I finished eating, I got up and left the room. I saw Noah and John standing outside and talking with others. It seems that they are having a pretty good time here. I walked to them and smiled.
-Good morning, John, Noah.-I said.
-Good morning.-John said.
-Good morning, Bella.-Noah said.
-What are you two doing?-I asked.
-We are only walking around this place. It is pretty here.-John said.
-I have to agree with my brother.-Noah said and smiled.
I nodded and looked at Mike, who was happy to hear this information. I am glad that they like spending time here.-Mike said and smiled.
-I am happy to see that too.-I said and smiled.
-Let's go now.-Mike said, and I followed him.
I kept walking after him, and he started to show me around this town. I noticed some trash in the town center, and that looked pretty disgusting to me.
-Why is there so much trash around here?-I asked.
-It is because some people refuse to take care of themselves.-Mike said.
-Don't you have to take care of it?-I asked.
-I am not so sure. I never thought that was a big problem.-Mike said.
-It is a big problem because that is making this town look ugly.-I said and frowned.
-Do you have some ideas to make it look better?-Mike asked.
-I think after our walk, we are going to have a small discussion.-I said.
-I understand that.-Mike said.
I nodded and kept walking after him. This place does look nice, and I am happy to see that. I noticed that some houses look old and a bit broke, so we might need to use some money to rebuild them. I kept walking with him around the town. I was happy to see that this town looks a bit in better condition than my hometown.
-So what do you think about it?-Mike asked.
-It looks pretty, but where this place is getting their food from?-I asked.
-We are getting from different places.-Mike said.
-What do you mean by that?-I asked.
-We are getting food resources from different places. We only do that because our town got hard times by producing food.-Mike said.
-Maybe there is a way to grow some food here.-I said.
-I have no idea what you are talking about?-Mike asked, confused.
-John and Noah were fishing. We could use their skills and other stuff to make a fishing place here.-I said.
-There is a small number of people who possibly would like eating it.- Mike said.
-If they do not like the taste of those fish, we can find new and better ways to prepare them.-I said.
-I am hungry, Bella.-Noah said.
-Do you see that you are disturbing them?-John said while trying to pull Noah away.
-But I am hungry.-Noah whined.
-You are acting like a small child.-Mike said and laughed.
I looked at him, confused. It was the first time when I was I heard him laughing. It was nice to know that he can laugh after all.
-We can grab something to eat, and then we can talk about those laws.-Mike said, and I nodded.
-I want to get something more filling.-I said.
-I think we could eat all some meat, and then go back inside and talk about the rest of the stuff.-Mike said and smiled.
-I like that idea.-John said.
-The same here.-Noah said and smiled.
I nodded, and we went back to Mike's home. I watched how he took us to the kitchen and asked a servant to make a meal for us. I watched how a cook made us some food and all four of us ate it. After that, I left with Mike to another room and sat down on a chair in his office.
-What are you planning to do now?-I asked Mike.
-We are going to talk about that 'law', and we can find something useful in it.-Mike said.
-I do like that idea. First, I need to know some problems to make a law for it.-I said.
-I think I understand what do you mean by that. Ask me some questions and I will try to help you with it.-Mike said and smiled.
-I need to know at least one problem.-I said and sighed.
-They seem to be a bit poorer than normal, some fights are happening recently. I was trying to fix that with my guard's help, but that does not seem to be working.-Mike said.
-I think I have a small idea, how we can try to fix their situation here.-I said and smiled.
I looked at Mike, and grabbed a piece of paper from the table. I started writing something down in a list form. I kept writing it down until I finished making that list.
-Can I see what is on that list?-Mike asked.
-I will explain it to you later. I can use money, right?-I asked.
-Of course.-Mike said.
-Make a guard to put this list in the information boards everywhere.-I said.
-It will be done.-Mike said and left.
I smiled and walked back to my room. If this list going to make people think about it, we might be able to solve some problems here.
AFTER SOME TIME
AT THIRD PERSON'S POW:
Mike took her paper and ordered to place its copies all over the town.

A NEW TOWN LAWS
1. EVERYONE WHO WANTS TO EARN CAN COME TO THE MAIN TOWNHOUSE. ( the address written nearby on a paper )
2. TAXES WILL BE COUNTED FROM THE MONEY YOU EARN IN A MONTH
3. WE ARE PLANNING TO OPEN A FISHING ZONE.
4. EVERYONE IS INVITED TO WORK AND EARN MONEY
5. BUILDING AND HARMING WILL BE NOT APPROVED. TELL TOWN GUARDS IF SOMETHING LIKE THAT IS HAPPENING AND THEY WILL GET A PUNISHMENT.
6. IF YOU HAVE ANY IDEAS TO MAKE THIS TOWN BETTER WE ARE GOING TO LISTEN TO IT
The new laws were made by a new ruler -Bella.

Everyone was surprised by the new laws. Some of them were confused about why their boss found a new ruler. Most of the people started whispering and talking about new laws. Everyone understood that this person will make this town a better place for everyone.
