That's how the bond it's created, the mind links are opened, and the newcomers are swearing their life and loyalty to the pack.
They make the vows in front of the Alpha and wait for the Moon Goddess to give them the mark of that pack.
Those who bear the mark are becoming officially part of the pack, and those who don't are getting banished.
The ceremony is taking place in the woods by the Moon Pool, also a holy place that cannot be bothered unless it's for welcoming new members, celebrating the mating between an Alpha and his Luna, or baptizing a newborn.
