The Witching Council was an enigmatic entity comprised of carefully selected Crones, Coven Mothers and High Wizards. New members were voted in by current members and members who wanted to retire were allowed to name their successor as long as the motion was seconded by another current member.
The Council judged every competition for Mother of a Coven ensuring that the thirteen requirements were met.
To qualify as the Mother of her Coven, the Maiden must demonstrate the following:
1. Divination 2. Levitation 3. Incantation 4. Purification 5. Astral Projection 6. Weather Manipulation 7. Invocation 8. Animation 9. Restoration 10. Obliteration 11. Protection 12. Transmutation 13. Teleportation
