When the last of the hostages left the building, Brian and Paul darted further inside the bank. There would be confusion while the first responders tended to loud explosions and minor damage in the adjacent vacant building. They would take time to determine that the explosions did not provide an escape hatch for the perpetrators on the other side of the bank. Then they would try to determine whether the perpetrators had exited the bank along with the hostages. Brian and Paul had a few minutes while all of this was sorted out. Finding minor damage and nothing else at the explosion sites, the cops would all focus attention back on the bank. Then those in charge would decide to deploy the SWAT team and backup officers.
