The Law of the Former world power was enforced by three major councils. The first was the Seru, a local council of elders in a community. Second was the Kenbet, a court on the regional and National level. The third was the Djadjat known as the imperial court. When a verdict could not be reached by the Seru they sent up the case Kenbet council to judge. When the Kenbet council fell short of judgment they sent the case up to the djadjat although it was quite a rare occurrence, Also, the Kenbet sent cases that were too trivial to be dealt by them up to the Djadjat.
