Leopold read and watched reports from the district. They worked hard to convince him that Garrick was bringing stability by rooting out those who would cause problems. He was making an example of those who opposed him. And the people were settling into their new lives.
Of course, this was through the official sources. It was similar, in many ways, to the reports Leopold had read back in his old life, when he had believed so much of Authority’s p********a. Oh, he’d imagined himself smart enough to see behind the veil, but now he understood how blind he’d truly been.
At least out here, people were used to mistrust. And it was clear, through some of the other reports Leopold was able to call up, that they were finding outlets for that mistrust.
