The Council of Masons consists of 1 or 2 representatives of all subspecies, and a few humans. A few very, very powerful humans, and I don't mean that physically. I mean they are the humans that run the world, the Kings of humans if you may, despite the human world being unaware they are actually led by a few kings and not a lot of presidents. The Council has been around for thousands of years, it's members obviously changing over time, especially the human ones since their life span is shorter than other subspecies.
