Remarkably, the Safe Haven pack was endorsed by the Elder Council. They would occasionally send wolves to the Safe Haven pack. Three months into their stay in the pack, the council sent a seven-year-old orphan, Alpha female named Vera. Her pack had been massacred and she was the only remaining member.
