The steady flurries that had drifted down throughout the day, combined with the freezing temperatures that had descended over Richmond, created treacherous road conditions everywhere. The interstates were dotted with multiple car accidents, and even the city streets, kept clear by the constant traffic, managed to freeze up in spots.
