CHAPTER TWENTY THREE 8:29 a.m. Eastern Daylight Time The West Wing The White House, Washington DC It was all wonderful fun for Gerry the Shark. His heart was beating faster than it had in a long, long time. It was amazing what a little brinksmanship could do to ramp up the excitement. The generals were nervous about bombing the Chinese. The President-elect was uncertain that they had the legal right to detain and imprison Chinese people in the United States—he felt maybe it was a step too far.
