Chapter 13 Across the Atlantic, in an unidentified area of Reykjavik, Iceland, President Williams meets with the leaders of the eight most powerful nuclear nations—Russia, China, the United Kingdom, India, Pakistan, France, Israel, and North Korea. They’ve drafted a treaty to ban nuclear weapons, but notable disagreement delays progress. These countries didn’t support the 2017 Treaty on the Prohibition of Nuclear Weapons. That lack of support is evident in this meeting. Russia claims that, with their new weapons, they’re invincible to the U.S. missile defense systems. China asserts the same.
