I'm not sure if the Dragons know this, but there is a council of supernaturals. All the leaders of all the different races come together for things like... trials, issues that have to do with more than one kind of supernatural, territories, and pretty much anything that would affect all supernaturals. They're mostly decent leaders, but not all the supernatural leaders agree with the council.
