Lee Gibson had told his staff to inform him of every communication between Bian Nguyen and Phyllis Rokowsky. Those two women, if anyone, would cause his downfall within the Agency, and he meant to do everything within his power to prevent them. The Nguyen-Rokowsky axis was one he intended to break.
