In building the Northern Empire anew, the Emperor Sword abandoned many of the social customs and political traditions common to the other three empires. While his initial motivation may have been to circumvent the established accession procedure, many of his innovations were entirely practical, others completely extemporaneous. Consider for instance the invention of the psychic-flow projector, a talisman that quickly became indispensable to Seeking Sword. Its invention generated numerous complaints, which then prompted him to promulgate a law explicitly legalizing talismans. The record we have of his life indicates he didn't plan to legalize them.
