Emergency Management Team On Saturday morning, April 30th, the Emergency Management Team of the City and County of San Francisco was holding its quarterly breakfast at the Stanford Court Hotel on Nob Hill. The Mayor, David Newcomb, was in attendance, as well as the Governor of California, Barry Winston. The key players were all there, fourteen department heads, all of whom had participated in establishing the Emergency Management Team and the plan that was implemented five years earlier. Updates took place every six months, and the Governor more than once had commended everyone for the meticulous manner in which the team functioned. The scope was broad but duties were defined specifically, which allowed for all to take responsibility for their contributions to the efficiency of the plan
