It was true that a number of street people hired up as donors. Not all were taken. For one thing the humans had to be clean of drugs, and although they didn't frown upon their donors having a drink or two, they didn't like drunks. Plus their hygiene played a role in whether or not they'd be hired. Vampires were very meticulous about having clean, healthy humans as their blood donors.
