Whenever a political leader, say for example a Minister, either resigned, retired, or had passed away, the Ministry Seat he or she vacated will be open to be occupied by the selected willing individuals that successfully acquired the Rights to Participate bestowed by the Senate.
These Participants blessed by the Senate will then establish their respective Garrisons
