Higgins arrived back in Washington two days later. He didn"t even go home to his wife. Instead, the first thing he did was cable the Helsinki Station to say that in his opinion, Galerkin was an agent of penetration, designed by the Russians to try to infiltrate himself into the CIA"s defector program and spread disinformation.
