It dawned on Cooper that for this entire situation to remain a secret, he had to do what Dorah wanted even if he did not agree with it.
Dorah had asked him to buy Juliana a ring. For Juliana not to believe that he was cheating on her, he had to buy a ring and then pretend that he was organising a surprise proposal all this time that he was quiet. That will make Juliana blame herself for second guessing his loyalty even if she was right that he was definitely cheating on her.
It killed Cooper to do this because he had planned a perfect proposal but there was no other way around it. If he fails to do this then he would lose Juliana.
