Finding a needle in a stack of hay is harder than finding a needle in an empty space. That is the principle that Dagger followed. As he is plotting on how to catch Chen, he didn’t want to do it quietly in the middle of the night. He wanted to do it in a broad daylight which makes his act less conspicuous and masked by the people who are moving around the condos.
If it was in the middle of the night, a person going out with a big laundry bag will be noticeable. But if it was in broad daylight, many people do the same thing and this is the reason why Dagger chooses to act near lunchtime.
